In the early 19th century, British officials, seeking an escape from the sweltering heat of the Indian plains, recognized the area's potential as a summer retreat. John Sullivan, the then Collector of Coimbatore, is often credited with founding Ooty as a hill station in 1819. The pleasant climate and scenic surroundings made it an ideal location for a sanatorium and a summer capital for the Madras Presidency.

The establishment of the Government Botanical Garden in 1848 by the Marquess of Tweeddale, Governor of Madras, marked a significant step in Ooty's development, transforming a forested ravine into a structured garden.
